Narrative Project Description
The project is focused on constructing a homeless shelter, which will be called Charity
shelter and located in northern California. It will involve the construction of a facility that will host
and feed people who are in need for a temporary period. Solar systems will be used as a source of
energy in the houses to save the costs of production of the services. Reducing the operating costs,
such as energy costs, will ensure many resources are saved, thus being used in the development of
more housing facilities. The deliverables will be constructing 50 one-bedroom units that will each
cost twenty thousand US Dollars. The project is expected to strictly take the stipulated time of one
year to complete all constructions.

Problem and Result Statement
Many people are homeless, living in the streets, or slums. The project’s goal of creating a
shelter for the homeless will provide them with safety and protection from harm and exposure to
unfavorable weather conditions. It will also minimize conflicts of the homeless with the
community. The people will leave under a cover instead of sleeping in the streets. Poverty will be
reduced because the people are taught how to be self-sufficient during their stay in such buildings.
Mission Justification
The project aims to solve the issues of homelessness of people that cost the taxpayer a lot
of money. The aim is not only to provide a temporary solution to the homeless but also to provide
them with skills that will enable them to be independent. After project completion, there will be
programs to educate and impart people with skills that will make the individuals independent when
they move out of the facility. This will reduce the amount of burden that is imposed on the
taxpayer, thus freeing them from the financial burden. When almost all people are working there
will be economic development because unemployment is reduced.
Project Scope Statement
The project is aimed at constructing a sizeable homeless shelter that will comprise of 50
one-bedroom units. The units will host up to 50 people, thus offering them accommodation and
food. The project managers are tasked with the responsibility of confirming the expected results
of the initiative. The project team, clients, and managers have to agree to the project scope
universally. Decisions will be made by the project manager, who will also consult the stakeholders.
The project team will help the project manager in managing various tasks during the project period.

Major Deliverables
The main deliverables in this project are houses that will shelter the homeless. The aim is
creating many shelters to host a large number of homeless people with a mission to reduce poverty
levels and domestic violence cases. There will be a document where people will sign off as
evidence that the project has been completed. The objective is to make sure that the facilities will
be accessible to the homeless in three years. There will be financial programs conducted to get
finances to fund the project. The aim is to provide the required facilities to offer the best services
to the homeless.
High-Level Milestones for Significant Events
The first milestone is the determination of the number of people that are expected to be
hosted will be determined, and the cost of constructing the shelters is determined. Finances for
constructing the housing facilities will then be acquired. The purchase or leasing of land will follow
this. The project teams will then seek legal permission to construct the houses. The education
institutions will be opened, and people who will train the homeless are hired, and the process of
education begins. The construction materials are to be made available, and the processing of
constructing houses is initiated until when they are finished. After the construction of the facilities

is finished the facilities are launched. The project team either elects or appoints the manager that
will be responsible for running the project. The assistant staff will also be employed to assist the
project manager in managing and running the project.
Applicable Technical Requirements, Assumptions or Constraints
The project is assumed to employ locals to work at the construction site and in the shelter
as home caregivers. The premises will only hold people that do not have homes or those
experiencing domestic violence. The project construction will be done in twelve months. The funds
projected to be used in the construction will be adequate for full completion. The project is also a
non-profit venture that is only aimed at helping people. The project will also encourage other
philanthropists to open and support homeless shelters.
The technical requirements for the shelter construction include the architectural designs for
the bedrooms and other complementary facilities. The construction materials such as the bricks,
cement will be procured locally. There will also be a need for electrical appliances, and installation
of interior designs will also be required.
The project is also projected to face high-level constraints such as getting a health license
before beginning to work on the shelter. There are also different social norms among those living
in the shelter. There will also be safety accident kits to keep the hosts safe in times of accident or
fires. The facility should not create noises for the residents. The shelter should also adhere to the
safety and health act and human services act. Some of the risks that may be experienced is failing
to notice damages to the shelter, failure of getting enough staff, and accidents may occur during
construction and later during use. The purchase of equipment may also be outdated or above the
budget.
